Nobu's at the Hard Rock Hotel and Casino.  They filmed an episode of Flavor Flav's show there.

Hands down Mon Ami Gavi at the Paris Hotel.  Ask to sit on the patio and it overlooks the Bellagio fountain.  Incredible food and service.  I got engaged there and we talk about it all the time!

the top of the world at the stratosphere. its about 80 stories up, and the whole restaurant slowly moves in a circle within 80 min. just bout all the tables are window view, and i mean a window ceiling to floor. your are slowly turning in a circle so throughout the whole dinner, you see every view of the city.

Top of the World at the Stratosphere.......it was great.  But there are other great places ....  just do some investgation on what you like best.  there are too many places to choose from

I would say either Picasso at the Bellagio, the Eiffel Tower Restaurant at Paris or Mon Ami Gabi at Paris.
