Where is the safest place to be in a hurricane/tornado when you live in a top floor apartment?

Hurricane: leave before it gets there.

Tornado: An interior room without windows, preferably on the first floor/basement, even an interior hallways would do.

If you can't get to the basement level, then go to an inside stairwell... anywhere that doesn't have windows... because the breaking glass will be your biggest worry.
