You don't have any separate sign up for yahoo directories, you can access this page form your normal yahoo account and the URL is http://dir.yahoo.com/

for getting access to this page you should have a normal yahoo account

Are you talking about submitting your website to be included in the Yahoo Directory?

If so, go to http://dir.yahoo.com, then use the navigation bar on the left side of the page to browse to the subcategory that is the most closely related to your site's subject matter -- don't choose a general category, you want to get as narrow a topic as possible. Then find the link near the top of the page called "Suggest a Site".

This will take you to the form where you can submit your site to the directory.
