Where is this badge from?

I have a Russian badge dating from 1982. It is a dark blue portrait rectangle with gold edging. At the top it says: VI.CS in gold The next line reads: Konference. Then there is an enblem made up of a wreath of golden leaves with a red five-pointed star at the bottom and the letters PS on top of the letters VB inside it. At the bottom it reads NOVY JICIN 1982 in Gold. This badge is definitely genuine, but what is it? If you can tell me more about it or translate it, please help.

  1. I can tell you that Novy Jicin is a town in the Czech Republic, but that's all I can help with.


  2. it maybe a badge from army personell in the cold war when the soviet union still controlled much of eastern europe,including czech republik.

  3. The badge should not be Russian but Czech: Nový Jičín (German: Neutitschein) is a town in the Moravian-Slesian Region of the Czech Republic close to the Carpathian Mountains. It has 26,500 inhabitants.  

    VI should be 6th in Latin numbers and CS is probably a short way for Czekoslovakia (Československo) as was the name of the country before 1990.

    PSVB and the emblem where those of the Public Security auxiliary services in Czekoslovakia, or  Pomocné Stráže Veřejné Bezpečnosti a mainly politic police.

    So it should be the 6th Československo Public security conference in that town
