There is no one wya to put on eyeliner. it all depends on how you like your eyeliner. If you put it on the inside it's harder to put on but it looks more natural.

I put it right on my lid.

When i put it under my lashes it looked bad and not like my friends, So i asked her and she said to put it rite on.

There are no set rules - that's the best part about make-up!  You can line your upper lid - all the way - half way - you can line underneath  your eye - all the way - half way - you can even line the inner rim of your lower eye with black (for nighttime) or white (to make your eyes really pop!)  I'd play around with some eyeliner - have some make-up remover handy and see what flatters your eye shape the most.  For example, if you want a little cat-like tilt to your eye - take a pen eyeliner and pull it to the outer corner of your upper eye and then extend it a little!  This is very michevious and s**y look for nighttime - I'll give you some links (to websites and videos that show you have to apply eyeliner)

There is also a product I adore by Too Faced cosmetics - it's a clear gel with a "pen" tip type applicator that turns *any* eyeshadow into an eyeliner - no more buying eyeliner colors - ever!
