Where on the home page do we find, 'personalize my att u-bar '?

Assuming that the ATT branded version is the same as the regular My Yahoo (Beta) page, then you should find it on the toolbar just under the main Yahoo toolbar (not the browser add-on, but the toolbar with the page tabs on it.).  It should be a little bit to the right of the "Yahoo Services" button / drop-down.
