Where online can I download a good FREE photo editing program?

I really need a good FREE photo editing program because I am too poor/cheap to buy Photoshop. Please also include if you have ever used the program before and how it works.

--also, I already have the program Photo Filtre so...please don't use that as an answer... I love it but I need something more xD

GIMP, http://www.gimp.org/ it is the open source community version of Photoshop, its very powerful, and while it might not have all the options of photoshop, it has a lot of them.
