  1. Yes.  At my school prefects could give up to two reprimands.  Three reprimands in a week meant detention.

    Vice prefects could give one reprimand and the head prefect could give detention.

    This was a boys' grammar school in the 1960s

Yes.  I was at a UK grammar school in the late 1960s.  Prefects, who were generally power crazy, would get you doing all kinds of idiotic things after school.  One particular thing I remember is being made to count how many acorns were in a large bucket.  The prefects knew, so you couldn't cheat.  It took ages after school to do it.  Later on, I became a prefect and I completely did away with all that nonsense.  I wasn't a prefect for long.  I am glad those days are past (or are they?)
