Where should I report people who manages Medical Human Resource Agency in Australia and asked Charity Organisation to fund 2,500 dollars to the hospital in Japan on condition of the killing their patient?

I would suggest search for Medical Ethics or medical misconduct organisations in australia. Also you would need strong facts and evidence to support the allegations or you could be prosecuted yourself ie slander and even worse if you work for the above mentioned parties Misuse of confidential information its a real tricky one i wish you well make sure you cover yourself.

Get an attorney.  I'm sure there are lawyers who would take a case like this for free.  Certainly, there are lawyers who would take the case for a cut of the settlement.

i have read through your question 3 or 4 times  a breakdown of my understanding is that

a medical human resource agency

Now let me see why it doesnt make sense...

a medical human resource agency gave 2,500 to a hospital (through a charitable organisation) but to get the money they had to kill a patient.

if its a case of  killing a patient for funding then of course that is extremely wrong and they IF THIS IS PROVEN THEN IT SHOULD BE REPORTED.
