Most hotels in Cologne are probably booked out due to the games. Check with www.hrs.de, and extend your search to Düsseldorf. It takes only 20 minutes to Cologne by train.

Another town you could stay in is Aachen, it is much smaller and most likely will have much better prices for hotel rooms. You can take a direct train that takes 45 minutes to the center of Koeln (HBF), which costs about 12 euro roundtrip. It's also a nice city.
