Go the mall, and the shops which interest you.  Go to the Customer Service, and ask to be directed to the Human Resources dept, or the manager's office, and request the same.  Tell them you like their department store and want to apply for a job with them.  First appearances are important, so remember this the day you do go.  You may want to go to three or four different shops within the same mall. Bring your lipgloss and comb.  Take a break between requests, and show you are a good employee, and a good fit for the mall atmosphere.

If you want juniors clothing, it will be a subcategory of getting hired for the position.  Abercrombie and Fitch hire a lot of young people.  Victoria's Secret hire a lot of young people as do The Gap, The Limited, and places which cater to the younger group.  You can apply at Macy's, and gain experience in one department, before they transfer you to the Juniors department. You don't want to be overwhelmed with peer pressure while you learn your skills.
