my 21st birthday is coming up and i want to go out to an american restaurant.

The best US restaurant in London? Depends what you are after. I think the best for American food is Christopher's, in Covent Garden. Have alook at the website - maybe it is more expensive/upmarket than you are looking for? But the food is truly wonderful.

A cheaper option is The Big Easy, in King's Road, Chelsea - a US style crab shack, that does all the other stuff llike ribs and burgers. It can be pretty loud though! They have fun frozen margerita machines and the staff are nice to big parties.

Or there is Henry J Bean's, also in King's Road. The food here is fine - standard burgers etc - but the drinks and the lively atmosphere, plus the fantastic garden in summer are what people really come for.

One place I wouldn't recommend is Cactus Blue, which is very expensive, with very average food, and full of very annoying Rich Young Things.
