  1. The main message here is one of safety. That thick cable, It can be a thick rod also is called earth ground. Its required by law when homes are built (so don't dig it up).  It's important because you should realize that the earth is always part of a circuit of our power distribution system. Electricity is always looking for a path back to ground. Think of it this way, if you stick a key in a light socket, electricity will travel through your body and back to ground. Hello St. Peter! But  a bird, sitting on a high voltage wire, is unaffected, he's happy as can be, no ground connection.

The Protective Earth , (ground), connection should be able to carry a heavy current to protect the user from live-to-chassis faults by ensuring that the fuse or circuit breaker will operate. Electrical codes in different states vary but for the most part  the requirement is that the Protective Earth conductors can carry a 25A fault current for at least 1 minute. Your outlets are wired with three wires, guess what? Yup one of them is earth ground. If something, like your toaster shorts out there is always a path, (other than you), back to ground to prevent you from getting zapped.

  2. its probily a ground

  3. You have an interesting story. All i can tell you is most houses in the USA. are grounded to a 4 - 6 foot long 1/2 inch to 1 inch diameter copper Cable that is 3 - 6 feet below the foundation on your house.

  4. As above.

This ia a ground wire. Sometimes they can be seen and sometimes they can not be seen.

The copper wire connects to a rod driven into the ground. This is why the wire is called a ground wire, it is connected to the "ground".

All electricity (no matter where is comes from) wants to go to the ground or earth as it also called.

The cable guy attached it to ground so that any electromagnetic interference can get directed to the ground it will also allow a high voltage attack to go to ground such as a lightning strike or if the wires come into contact with an elecetrical sourse it isn't supposed to come in contact with. Example: a power line falls down and lands on the cable inteface box mounted on the pole outside. The idea is to protect YOU FIRST and your equipment second.

DO NOT TRY TO HAVE IT CUT AWAY. It is there for your safety.
