Where to Find Feebas in Pokemon Ruby??

Does anyone know the exact location with a certain catch phrase from Dewford in Pokemon Ruby. And if so what fishing rod will have to be used???

The exact phrase in Dewford is the name of your Starter (ex. Blaziken Ball) and the word Ball...

then, find feebas with a super rod in the river next to the Weather Institute...

Feebas is very rare, plus, it's a pain to make it evolve...

But it's wirth it! Milotic is awesome!

Feebas is found on the route with the weather institute. You would use a good rod and there are only 6 tiles where it would be and you are right the saying changes the locations of the tiles change.
