Wait another few weeks and everything'll be on big sales.

Failing that you can go to any big box store and they should have stuff fairly cheaply.  I started off wearing waterproof rain pants with two pairs of fleece pants underneath and that worked just fine until I got snow pants.  Any jacket that's waterproof will do fine with a good fleece or insulating jacket underneath.
