Try energywatch I had to phone them years ago when British Gas kept sending me bills when I was living in a flat that only used electricity! I was getting my next door neighbours bills.

you'll be lucky to get thro to them - they we're featured on watchdog as being near enought impossible to talk too.  

Are they not monitored by offgas ?

energy watch but join the queue its about 2.3 million people long.

Best way is to sue them in the county court - they have so many claims against them they have given up defending most of them and will settle for whatever you want.
