Where to complain about international flight delay, I miss conection flight?

Start yelling and screaming. If no one listens, then write a letter!

If the connecting flight was not on the same ticket, you really have no recourse for complaint unless the delay was more than 24 hours.

If it was on the same ticket, they should have reaccomodated you.  Complain to the airline that you flew on.  If that doesn't work, complain to the agency who you bought the ticket from, if you didn't buy it from the airline.
