Where to find a graphic artist/logo designer?

Okay, i need a logo designed for a friends business. It is pretty basic and would be used in conjunction with a mascot currently there. Do you know where i could find a designer for 60 or under? If not, under 100? Thank you for your time.

    Go to your local college and post an ad on the bulletin board nearest the graphic artist classrooms.  Some student studying graphic design will appreciate the money, and you'll get a good deal.
