Where to find a homecoming dress like this?

i know EXACTLY what i want but i know that no place will have the exact thing i want and i do not know anyone who could make me a dress. i want a very bright color like hot pink or lime green or orange or something. i don't want the normal colors i want something brighter than the dresses i see. also i don't want it to be long, the straps i don't care but preferably strapless, but if its cute then whatever. (= I know i could always change my mind if i see another dress when i go shopping again :P but ever since i heard about homecoming i've been thinking about what i want for my dress. so does anyone know where i might be able to find a dress that i want? and also my spending limit is no more than 130.

HOLY c**p. $130 for HOMECOMING?

I'd try JC Penny, Sears, DEB, places like that since they usually have a very large variety to choose from; And besides the fact that those are really the only choices I have from where I live. :P
