you buy them.....every now and then there is a specific job outfit in the Club Penguin Fashion magazine. Some of them aren't available any more..

You have to be a member (except for the giveaways, like the ice-cream apron).

The magazine is in the giftshop- keep an eye on it, a new catalog/magazine comes out every month.
