  1. A prepaid credit card or a gift card?

There's big differences.  If you get them a prepaid credit card, you're sticking them with all of the fees involved (except the initial $9.95, since you'll be paying that.)

To add more money, it's $4.95. To see their balance at an ATM, it's $0.75. To withdraw money at an ATM, it's $2.50 plus whatever the ATM terminal charges. Every month they're automatically charged $4.95 too, even if they've been reloading it and things like that.

The best thing for a gift would definitely be a gift card.  Universal gift cards (ones you can use at any store that accepts credit cards) are made by Visa, Mastercard, and AMEX.  While they can't be reloaded, they are significantly cheaper in the long run.  It depends on the maker of the card, but gift cards are usually about $5 to activate, and then if there's still a balance after a year, they'll start charging $2/month to keep a balance.

You could also do a store gift card-- one that you can only use at the store you buy it at.  Those are free (except the money you put on it, of course) and don't have any maintenance fees.

To answer your question of age, while they SAY that you're supposed to be 13 years old to purchase/use a gift card, it really doesn't matter.  Nobody's checking.
