Where to get small glimmering shard and fire oil and lesser astral essence and can you tell me where they ?

You won't find those in stores.  You'll have to use the Auction House or learn the Enchantment job and disenchant things.

BTW: Wrong category.

Look on the auction house; but you're better off disenchanting green or blue items for the shards and LAE.  Fire oil is something that alchemists can make - it might be on the AH too.
