Where to go in Cebu, Philippines?

Question

I'm going to Cebu for 1 week and I was wondering where to go. I'm looking for beaches and nice (cheap) hotels with not too many people. Should I island hop with one of those boats? How much should I expect to pay per day for hotels, food? How much should I expect for 1 hour of jetski? Any info would be appreciated.
