Where to make water wastage complaint in New Delhi(India)?

One of my building mates water tank is been leaking for a very long time and he does nit want to fix it because he does not live there.

That leaking tank leaks almost 200liters of water daily.

In Delhi, people are so illiterate that they won’t even listen to you. They always think whatever they are doing ,it’s correct. In some parts of Delhi people are sitting in front of tap so that they can get some drops of water and in other part people are just wasting water like anything. These ignorant habits are getting inculcating in delhiites. They don't understand that they themselves creating grave yards for their children. I urge all sensible and educated delhiites come forward and decide the future of Delhi.
