Where to recycle comp. parts?

I live in a small town in Ill called Quincy. Today i was trying to find a place to recycle my old comp part including like 8 old moniters [which i know is illegal to just dump] and no one around here takes them! Even the city waste disposal office told me to just trash them! I couldn't believe it! So now not only am i at a loss on how to dispose of my comp equipment safely, but i'm shocked and concerned that a GOVERNMENT OFFICE would encourage me to not only break the law but to put potentually harmful waste in a landfill. First does anyone know where i CAN safely dispose of these items, and 2nd where i can report the local office?

  1. A Computer monitor contains about 5 lbs of lead and so yes, it needs to be safely disposed (you obviously know this but this is more in reply to what someone else listed).

  2. 2 things:

    define safely dispose

    and

are you sure it is illegal to trash your monitor?

I have not heard of any fed. laws.
