Where to report a criminal?

Who would you contact to report someone who does not pay their taxes, drives an un-insured, un-inspected vehicle with no valid license, and purchases copious amounts of illegal cigarettes? Would this be an issue with crime stoppers, or with local authorities?

IRS for the taxes

ATF (Alcohol, Tobacco and Firearms) for the cigarettes

Local police agency for insurance/inspection
