  1. I would say USA. It has a good education system and the degree awarded is accepted internationally. I had an aunt and uncle who left India to study in Australia and got their degrees but could not get the job they wanted. Then with their Australian degree they decided to try their luck in Canada, their degrees have no value there as well because even with a PhD they have minimum paying jobs and have been trying to get into their respected field but cannot because preference is given to the citizens born in that country.

I currently go to Northeastern University in Boston, MA, USA and they have a great Biotechnology Program.  A lot of the universities in Massachusetts and Boston area are heavily focused on biotechnology, due to state funding.  Genzyme is based out of Cambridge.  If you are looking for biotech that is a great area of the USA to research.  There are a lot of great schools.  On top of that, Boston is an amazing city to live in, I've been here for four years so far.
