Where was this sketch from?

I can only vaguely describe it.

It was like, mocking The Declaration of Independence. And the signatures were akin to blog comments.

And this guy was reading them..

One part, he read one that said 'first!' and he said 'Well, that's not true. He isn't first.'

...Uh, I know it's not the best description. But does anyone know where that's from/where I can watch it online?
