That is not unusual.  The reason is that there is a lag time between when the incoming solar energy is at it's greatest during the day, around solar noon, and when the surface compensates for the absorption of that energy by emitting heat.  Likewise, that is the reason why the average warmest time of the year is not at the Summer Solstice, but about 4 to 6 weeks later.
