ok .... india is corrupt to the core .... my dad paid a n iata official a bribe of Rs.2000 for an urget ticket because of negligence on his part. the best person to contact is the commisioner of the crime branch. my uncle is the commisioner in chennai. they deal with the airport and related fraud. please file a comlaint in the city you are in....

fraud money operation in India and abroad do not come under the purview of IATA. there is nothing IATA can do about it. i have been in airline industry for 37 years and i know what i am talking about. the right department to complaint against this agent is the local police. But make VERY VERY SURE that you have full documentary proof against this agent, other wise you yourself might land up in trouble.go to the highest ranking police officer in  your city with full proof and details. u will definitely get help.  But if you have no proof and only doubts against this agent, better keep out of it. The choice, my dear sir, is entirely yours.  think deeply and then take action.  and, also, forget about IATA. if the police act against the agent and prove him guilty his agency will automatically will be out of IATA memebership.
