If you're talking about blank ones that you can fill out yourself I'm pretty sure I've seen those at Office Max.

i see someone mentioned office max,i was going to say staples.my one daughter is a laser graphics engraver.  she does trophies and plaques for different organizations. she said to try trophy  shops and other such places.

Any office supply store will have blank certificates, as well as, Print Shop & Printmaster computer programs.
