  1. Contact the county you are interested in (or their website) and find out how or when they auction off or otherwise dispose of tax delinquent property.  Also check state regulations about your obligations, and time frame to take full title.

It may be 2 or 3 years before you get title.  But if the person redeems the property (pays back taxes and interest) you get your money back with interest.

Some states do not have tax lien sales, like WI where property with unpaid taxes goes to the county, and the county tries to sell it at fair value.

  2. Not clear on what a "tax deed" is but if you are trying to buy tax delinquent land the process is involved.  You can look in the Legal Notices of your local newspaper.  Then, you have just begun the search of encumbrances on the real estate and sending a notice of the deed grantee of your intention to redeem their real estate.

  3. Check out some of these links and see if there is something that gives you ideas where to search:

    http://www.foreclosure.com/tax_deed_sale...

(The last sort of tells you where to look in the various counties, but there are scads of counties, so get comfy: http://www.naco.org/)
