the eggs definitely do NOT float.. what you are seeing is probably just a foam from excess waste in the water.. it's time for a water change

i hope you realize they can get over 14 inches and need a 75 gallon fish tank...

and to never feed them goldfish

I'm not sure but you should be able to tell if the sack is filled with eggs or not, or if it is eggs! If the sack is synthetic, that is man-made, then  it is probably eggs. How would a sack of anything else get in your fish tank anyway??
