  2. 1) Why should your skin color matter?

    2) Why should it matter where the immigrants are?  They are US citizens like anyone else, and due to the naturalization procedures, probably know more US history than you do.  Remember, they love this country so much, they went through a lot of hardship and bureaucracy to become a citizen, whereas it is only pure random chance of where you were born that made you and I US citizens.  

    3) Well, ok, maybe you mistyped and meant "illegal immigrants" instead.  In that case, if you have a legitimate concern, and it's not a knee-jerk "OMG, they look foreign, they must be illegals!" reaction, you might try the USCIS.  http://www.uscis.gov/portal/site/uscis

  3. Illegal immigration is the responsibility the U.S. Immigration and Customs Enforcement ("ICE").  Although ICE encourages the public to report suspicious activities, it does not currently accept e-mail tips. However, you can call toll-free at 1-866-347-2423.

    You can also contact either the national office or the regional offices for ICE.  The headquarters of the Office of Detention and Removal Operations is in Washington, DC, of course:

    Also, while I am sure you already know this, I want to emphasize that it is not necessary or appropriate to report "immigrants."  Only _illegal_ immigration is of interest to ICE.  The US Customs and Immigration Service (USCIS), mentioned in another answer above, handles applications and services for foreign visitors and legal immigrants.
