You never could do that, nor will ever be able to. I remember a mod team porting liberty city over to SA..it turns out that SA can't handle that many objects ported over.

To get to see liberty city in gta sa you have to enable a cheat called super jump. there is a mission called "st marks bistro" You have to kill a guy called forelli he will be in an open area just run through and jump over a wall on the right and then go to the end of the alleyway there. Then you have to jump through the wall.
