Whether TDS provisionas of Income Tax are applicable to ineterest recovered while bill discounted with NBC

Bills for supplies are discounted with Non Bnaking finance company and it disburse amount after deducting interest for particular period where party discounting bills have no control over interest recovered by the NBC. under such a case whether provisions of TDS of I T ACt are applicable and if yes than who will deposit TDS amount NBC or company discounting bills with NBC
