"Vegetable" is not a scientific term.."Fruit" is a scientific term.  All seed bearing organs of a plant are called the fruit.  So lemons, apples, cucumbers, tomatoes, walnuts, acorns, cherries, for example are all fruits.

Tomatoes are fruits, because they are ripened ovary of a flowering plant, and that's why things like spinach are begetables, because they do not produce flowers. Many people consider tomatoes as vegeatables, probably because it's used in dishes, and not many fruits can be used in dishes. Things like cucurbits, beans, corn, or eggplants are also fruit. Some of these "fruits" can be considered as both a veggie and fruit.
