For salt water, Willows Beach in Oak Bay.  Fresh water, Thetis Lake alongside Highway #1 north of Victoria.

The poster above me suggested beaches which are beautiful but hours away from Victoria.  

I suggest Thetis Lake if you are looking for good swimming, and lots of teens and people in their 20s.  Cleanest lake in Victoria too.

If you are looking for Ocean front Willows beach is the place to be.  Tons of people and action.

Wittys Lagoon is nice. There's almost always great, clear sun there, and the water isn't half bad either. The beach is kind of sad, though. Real busy, too.

French Beach has beautiful, clear, cool water, and you won't find a better swim on the island. The beach is mostly rocks, which is why it isn't too big of an attraction.

China beach has cold waters, but it's a fun place to be if your looking to play in the big waves.

You can find lots of great beaches in the Downtown area, too. Just drive along the shore and you will find some nice spots.
