Which Anglican (i.e. episcopalian) bishop said: "When it comes to a choice between heresy or schism, choose heresy every time."

When did he live, when did he say it, and was his bishopric removed, or was he otherwise made to retract or recant?

I do not know who or when this was said, but the logic is quite correct.  Heresy can be anything from a major doctrinal difference of opinion to a small disagreement about the colour of stained glass.  Heresy is simply defined as oppositiion to the perceived truth (legal, social, cultural or spiritual) held by the church.  Schism is a malicious dividing of, or hiving off, the church, which is considered much more damaging to the 'body' of Christ.  The bishop was picking the lesser of two perceived evils.
