Grand Lux is cheaper for sure and has a huge variety of food and you can reasonably get out spending about $20 per person if you don't get drinks...and I mean drinks as in wine, beer...

Fogo De Chao is sort of like an Old Country Buffet for relatively high quality meats, steaks & chops.  But instead of paying $8 at the door for the all-you-can-eat crappy buffet, it's about $50 at the door and you get a nice selection of really good meat and a salad bar.  If you figure a good steak in Chicago is about $35, and the salad there is going to cost you $10 as well, the $50 isn't a bad price at all.
