Likely each country has representatives with very effective and cultured accents. Rex Harrison (English), Charles Boyer (French), Ricardo Montalban (Spanish), Ezio Pinza (Italy), Oskar Werner (Germany), etc. I read that Donna Douglas from Baton Rouge, La. went to elocution school to lose her Southern accent only to have to get it back for her role as the pretty young girl in Beverly Hillbillies. Accents are a matter of taste and vary widly within a given country (like the good old USA).
