I went on NCL with my family and had a great time.  There were many different activities for all ages on and off the ship.  They are also a freestyle cruise so you don't have to dress up if you don't want to.

I would think the last two Voyager class ships (Navigator of the Seas and Mariner of the Seas) or the three Freedom class ships (Freedom, Liberty & Independence of the Seas), all owned by Royal Caribbean are the best ships for teens.  

First of all the ships offer lots of options.  All have multiple pools, an ice skating rink, miniature golf and a rock climbing wall.  In addition the Voyager class ships have an inline skating track while the Freedom class ships have the Flowrider ( a surfing simulator) ...

I went in late March with my mom and younger brother on Carnival. It was really fun. There are lots of teen activities as well as a spa and other "parent" activities. We all had an amazing time!! It was not as fancy as other cruise lines but still very nice! Good luck with your search!
