Which Digital TV converter box has the best quality?

I choose not to have cable, and February 2009 I won't be able to get a TV signal. I want to know which converter box is the best at a reasonal price.

I have heard that the magnavox from Wal-Mart that sells for $54 is the best.  It is also very cheap.  After the $40 off government coupon it will be under $20 including taxes.
