  12. Had you not said English, I would have guessed "Mary, queen of Scots".

    But, since you did say English - and she certainly doesn't look anything like the pictures I've seen of Queen Victoria - I would have to say Elizabeth I.  A true, ruling, queen in every sense of the word.
