According to myth, because Poseidon lost a battle of wits against Athena over who would get a city (e.g. Athens), Poseidon cursed the Athenians with sea storms.  Before Poseidon though it was indeed the hundred armed Titan Heka...however the h**l you spell that.  Hey, lets just call him Heka, its easier.  To answer your question though it was Poseidon; everyone here is correct.  Poseidon wasn't the only one who could create storms though; Zeus could do it too.

Why does it matter though?  In the next God of War Kratos will kill them all anyway.....
