Which IT Job should i accept?

I have two options. Move back to the company i just left and move into an IT Management role where i can grow as a Manager and define the strategic IT direction for the business? Issue here is the new Director which is based in another state may have slightly different intentions.

OR

Accept an offer from my ex-boss who has started his own company with 5 other people. They now has a partner agreement with very large IT service based companies. Offering me same money as other job offer above in a consulting capacity and possible overseas training with flexability to work from home or in office. Issue for me is job security here as they are just new but have told me they have plenty of work in the pipeline.

I would suggest you take the first option. If you choose the 2nd your job may not be stable. They say they have plenty of work in the pipe line but in reality it does not happen all the time. Which ever you join you have to make sure the job is stable.
