Betting on horses is a controversial subject ,some people believe that betting on horses is allowed in Islam ,pls throw some light if u ve a definite answer

The richest horse race in the world is in the country of Dubai.  It's called the Dubai World Cup.  Dubai is part of the United Arab Emirates and Islam is the official state religion.  

Islamic law forbids wagering inside Dubai but betting outlets around the world can take wagers on the Dubai World Cup.
