Which Japanese Blog is Able to Upload Pictures?

I was wondering which blog can I upload pictures from. I also wanted to know if that same blog allow other people to comment on my blog?

I should think most blog providers should have an image-uploading function, at minimum. And I know that many of them, you can just directly upload pictures via keitai.
