Well. If you line the waterline, stay away from black. If you are going to line that part, use white. Unless you want your eyes to look much smaller and closed off, use white.

MAC's fluidline would be best for this especially if applied on with a 266 brush on the waterline (and if you do this, tap on the fluidline on your waterline and dont just slide it through)..It also lasts a long time so its a good product and plus it has different colors so you can have fun with different colors besides black!

I would actually use one of their matte eyeshadows.  Apply it with a damp brush to the waterline.  It will look like kohl (what Indian women wear).
