Of those choices I would say Vancouver.

Toronto is VERY EXPENSIVE and off-campus housing is not that easy to find.

Calgary gets very cold in the winter, and it's a decent city, just not as good as Toronto, Montreal, Vancouver, or Ottawa.

Vancouver is great because there's lots of universities in that area, it never gets that cold, it's cheaper than Toronto, and there's an Ocean.
